Federal procurement

How to buy from us.

CloudNative is an Indigenous-owned business listed on the Indigenous Business Directory. Below is how our work fits the federal procurement landscape, from small, self-contained engagements to large programs. Your contracting authority always chooses the procurement strategy; we provide what it needs to evaluate us.

Set-aside eligibility

Federal departments are required to award at least 5% of the total value of their contracts to Indigenous businesses. Competitions set aside under the Procurement Strategy for Indigenous Business (PSIB) are limited to suppliers listed on the Indigenous Business Directory.

Three ways to buy

Which path fits depends on the size and nature of the requirement, and your contracting authority makes that call.

Under $40,000

Standalone engagements

A genuine, self-contained requirement such as an assessment, a technical investigation or a product pilot that delivers useful results on its own.

Above $40,000

PSIB set-aside competitions

Competitions restricted to qualified Indigenous businesses, or professional-services vehicles where the supplier is qualified.

Large engagements

Prime, partner or subcontractor

CloudNative as an Indigenous prime, a joint-venture participant, or a delivery subcontractor under an Indigenous Participation Plan.

Low-dollar-value procurement

For a genuine, self-contained requirement, the Government Contracts Regulations permit a contracting authority to award a contract without soliciting bids when the estimated expenditure does not exceed $40,000 for most services or $25,000 for goods.

$40,000
Most services

The total contract value, including applicable taxes, travel, options and anticipated amendments, must remain within the threshold.

$25,000
Goods

Applies to goods purchases, such as software licences bought on their own.

These engagements are designed to stand on their own. Each produces a useful result, whether or not anything follows it:

Modernization assessment

Application inventory, risk assessment, target architecture and an implementation roadmap.

ProtectedCode pilot

Deployment and configuration, security documentation, a controlled evaluation and a findings report.

RemoteMethod pilot

Installation, integration, audit validation and a production-readiness report.

Technical investigation

Root-cause diagnosis of a specific integration, data or performance problem, with findings and remediation options.

The contracting authority determines whether a directed contract is appropriate. Mandatory procurement instruments, departmental approvals, security requirements and other obligations may still apply. Requirements must not be divided to avoid competition. PSPC guidance on directed contracts →

PSIB and Indigenous participation

The main ways federal procurements involve Indigenous suppliers, and where CloudNative fits in each. CanadaBuys guidance →

Voluntary set-aside

A department may restrict a suitable competition to qualified Indigenous businesses, including at values well above $40,000.

Mandatory set-aside

Applies to procurements over $5,000 where the primary recipients or end users are an Indigenous population, subject to operational and contracting conditions.

Conditional set-aside

A competition that becomes restricted to Indigenous businesses if it receives the specified level of eligible Indigenous competition.

Indigenous Participation Plans

Where a solicitation requires or scores Indigenous participation, we provide meaningful delivery capacity as a subcontractor or partner to the prime.

Standing offers and supply arrangements

If a requirement must go through an SO or SA we don't hold, we can take part as a delivery subcontractor to a qualified supplier.

Paid discovery

Technical findings, options and draft outcome requirements that Canada can use independently, to procure the next phase from any supplier.

Security requirements

We design architectures suitable for Protected A and B workloads and deploy to Canadian regions or your own environment. Hosting location alone doesn't make a contract Protected-B capable. Organization security screening, personnel security status, document safeguarding and authority to process protected information are set out in each contract's security requirements, and we'll confirm our status against them up front.
